You can stand on the shore and repeatedly cast on the bobber for a while, and eventually it will sink. You are repeating the catch attempt over and over without actually having to touch the line; you can only learn to do this by fishing repeatedly. After 10 minutes or so, the bobber will disappear and you will need to begin fishing again.
